The Defence and Security Committee Heard Information on the Development of the Territorial Reserve

At a session of the Defence and Security Committee, Deputy Minister of Defence Grigol Giorgadze presented information on the territorial reserve and spoke in detail about the program’s objectives, structure, and its importance in strengthening the country’s defence capabilities.

According to the Deputy Minister, the territorial reserve was launched as a pilot program in 2018 and represents an important component of the Defence Forces. The territorial reserve ensures rapid mobilization, combat support, and the organization of territorial defence. It operates within the National Guard of Georgia and is organized according to the territorial principle throughout the country.

“Territorial defence brigades operate in eastern and western Georgia, uniting battalions deployed across various regions. Service in the reserve is voluntary and based on a flexible schedule, which is especially important for students and employed citizens.

It is important that the territorial reserve is not limited solely to military tasks — during emergency situations, reservists actively assist state institutions. In addition, they are provided with appropriate remuneration, medical insurance, and opportunities for professional development. Public interest in the program is growing, which indicates increased civic responsibility toward the country’s security”, - Grigol Giorgadze stated.

According to him, individuals enlisted in the territorial reserve also have the opportunity to complete professional military courses and receive promotions. Since 2023, reservists in the territorial defence reserve have been covered by a full individual medical insurance package.

“By decree of the Prime Minister, the territorial reserve recruits new reservists every year. On this basis, registration of candidates for admission began in February 2026. After the completion of their contracts, approximately 70% of reservists extend their contracts for a second term of two, three, or four years. Reservist training is conducted in accordance with a planned calendar schedule. The territorial reserve is composed of people from various professions, and therefore, combat action plans are adapted as much as possible to the reservists’ work schedules. After the completion of their contracts, territorial reservists are transferred to the high-readiness mobilization reserve”, - the Deputy Minister noted.

The discussion of the issue at the committee session was also attended by Commander of the National Guard of the Defence Forces of Georgia, Brigadier General Roman Jokhadze.

The Defence and Security Committee took note of the information presented by the Deputy Minister of Defence.
